Human rights violations in Iran have been a longstanding issue that has concerned the international community. The government of Iran has been criticized for its record on human rights, including the suppression of political dissent, arbitrary arrests, and torture, as well as for its discriminatory policies towards certain religious and ethnic minorities. As a member of the international community, China has an obligation to address human rights violations in Iran. This can take many forms, including through diplomatic means such as raising concerns with the Iranian government and supporting international efforts to address human rights abuses in Iran. One specific way China could address human rights violations in Iran is by establishing citizen diplomacy channels with Iranian diaspora communities. This could include opening communication channels with Iranian civil society groups, such as NGOs and human rights organizations, and engaging with the Iranian diaspora through public consultations and other forms of participation. Citizen diplomacy can help to foster greater understanding, cooperation and peace between two nations and cultures through the direct engagement of citizens from all walks of life, promote mutual understanding, and build stronger relationships between people; it also can help to overcome the gaps in the formal diplomatic process. Citizen diplomacy is a term used to describe the actions and initiatives of individuals and groups who work to foster relationships between people and cultures without the formal support of their governments. Examples of citizen diplomacy include cultural exchanges, grassroots peace-building initiatives, and networking between civil society organizations. The main benefit of citizen diplomacy is that it allows for increased grassroots engagement and dialogue between people and cultures, which can help to promote greater understanding, cooperation, and peace between nations and communities. Connecting with the Iranian diaspora through citizen diplomacy could bring various benefits. For one, it would provide a valuable perspective on complex issues such human rights situation in Iran and help inform China's diplomatic efforts to address these issues with appropriate mechanisms. Additionally, engaging with the Iranian diaspora could help strengthen the ancient and deep cultural relationships between Chinese and Iranian diaspora communities worldwide and foster greater understanding between the two civilizations. Strengthening citizen diplomacy with the Iranian diaspora could provide a platform for people to express their views and concerns. It would help build bridges between the two societies and help promote dialogue and cooperation. Furthermore, transitional Iranian diaspora communities can be a powerful force for change. Additionally, by developing citizen diplomacy with the Iranian diaspora as a transnational community, China could benefit from increased cultural, economic and trade relations. Members of the Iranian diaspora can serve as cultural bridges between China and other societies around the world. They have a deep understanding of Iranian culture and history and can help to promote greater cultural understanding and appreciation between the countries. This is particularly important given the ancient cultural ties between China and Iranian communities such as Kurds, Azeris, Balochis, Arabs, and Turkmens with their extended network in the region and worldwide. These networks can be nurtured to promote greater regional political stability by fostering greater understanding and cooperation between cosmopolitan and transnational diaspora societies. As a member of the international community, China has an obligation to address human rights violations in Iran. Recognizing and consulting with the Iranian diaspora in China and elsewhere through participatory mechanisms, such as public consultations and other forms of engagement, would provide valuable insights into the human rights situation in Iran. Furthermore, strengthening civil society could also contribute positively to social and economic relations, promoting human rights, democracy, and the rule of law, as well as supporting sustainable development. By working directly with the Iranian diaspora, rather than relying solely on government-to-government interactions, citizen diplomacy can help to build deeper, more authentic connections between Iranians and Chinese people. This can lead to a greater understanding of the perspectives, challenges, and opportunities for cultural exchange, which can, in turn, help to promote greater cooperation and mutual understanding. Opening citizen diplomacy channels with the Iranian diaspora can also help to create a sense of shared ownership and accountability for international relations and can help to advance Sustainable Development Goals (SDGs), which strengthens the democratic process and universal values. In conclusion, as a member of the international community, China has an obligation to address human rights violations in Iran. Recognizing and consulting with the Iranian diaspora in China and elsewhere through participatory mechanisms, such as public consultations and other forms of engagement, would provide valuable insights into the human rights situation in Iran and could help strengthen China's relations with transnational Iranian communities. Furthermore, strengthening citizen diplomacy with the Iranian diaspora could also contribute positively to developing relations between countries, promoting human rights, justice, and the rule of law, as well as supporting social and economic development.

Letter to
President, Xi Jinping

I am writing to respectfully request your support for human rights in Iran and to urge the government of China to take practical actions through citizen diplomacy with the Iranian diaspora.

As you may know, Iran is currently facing severe human rights violations, including the suppression of free speech and peaceful assembly, the arbitrary arrest and detention of political dissidents, and the use of the death penalty against political prisoners. These actions violate the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, to which Iran is a party.

As a member of the international community and a nation committed to universal human rights and values, China can support the Iranian people in their struggle for human rights, freedom, and justice.

One practical action China can take is opening citizen diplomacy channels with the Iranian diaspora. This can be done by encouraging cultural exchanges, supporting grassroots peace-building initiatives, and networking between civil society organizations. By working directly with the Iranian diaspora, rather than relying solely on government-to-government interactions, citizen diplomacy can help build more profound, more authentic connections between China and Iranians worldwide. This can lead to a greater understanding of the Iranian people's perspectives, challenges, and opportunities, which can, in turn, help to promote greater cooperation and mutual understanding.

Another effective action that China can take is to speak out publicly and firmly on human rights abuses in Iran and to call for the release of political prisoners and the respect for fundamental human rights.

As a global power and influential nation, China has the ability to make a real and lasting difference in the lives of the people of Iran. I urge you to take these actions and show your support for the people of Iran in their struggle to value women, life, and freedom.

Sincerely,
