This is already a contentious issue within Washington DC and <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c1wp72224jzo\" target=\"_blank\" rel=\"noopener\">the Trump administration<\/a>. But if the president decides to take the US into a war with Iran, it will have significant implications for the US\u2019s allies, not least the UK.<\/p>\n<p>As the recent <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-strategic-defence-review-2025-making-britain-safer-secure-at-home-strong-abroad\" target=\"_blank\" rel=\"noopener\">strategic defence review<\/a> emphasises, the US is Britain\u2019s main ally, an essential partner in defence and intelligence.<\/p>\n<p>However, the Trump administration has made clear to its European allies that it no longer regards the <a href=\"https:\/\/securityconference.org\/assets\/02_Dokumente\/01_Publikationen\/2025\/Selected_Key_Speeches_Vol._II\/MSC_Speeches_2025_Vol2_Ansicht_gek%C3%BCrzt.pdf\" target=\"_blank\" rel=\"noopener\">defence<\/a> of the <a href=\"https:\/\/www.reuters.com\/world\/europe\/hegseth-tells-europe-spend-defence-us-presence-continent-may-not-be-forever-2025-02-14\/\" target=\"_blank\" rel=\"noopener\">continent<\/a> as a US national security priority. And the president\u2019s commitment to Nato is <a href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2025\/03\/09\/article-5-the-pillar-of-nato-undermined-by-donald-trump_6738973_4.html\" target=\"_blank\" rel=\"noopener\">uncertain<\/a>.<\/p>\n<p>It is possible that Britain and other European allies could be publicly pressured by Trump to support any intervention on Israel\u2019s side. The US may expect this in return for the US\u2019s continued involvement in Nato and its readiness to honour article 5 (the collective defence principle, which obliges collective retaliation to aggression against one member) for its allies.<\/p>\n<p>Given the importance of American military power in deterring wider Russian aggression in Europe \u2013 and Trump\u2019s <a href=\"https:\/\/edition.cnn.com\/2019\/09\/25\/politics\/donald-trump-ukraine-transcript-call\" target=\"_blank\" rel=\"noopener\">transactional<\/a> character \u2013 this would present Keir Starmer with a particularly stark dilemma.<\/p>\n<p>A purely US air campaign against Iran is feasible. The <a href=\"https:\/\/news.usni.org\/2025\/06\/18\/middle-east-aircraft-carrier-commitment-keeps-pressure-on-u-s-fleet-deployment-data-shows\" target=\"_blank\" rel=\"noopener\">US Navy<\/a> will soon have two carrier strike groups in the Middle East region. And the US Air Force\u2019s B2 strategic bombers can launch raids across the globe from bases in the continental <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/us-b-2-bombers-bunker-busters-alternatives-2025-06-18\/\" target=\"_blank\" rel=\"noopener\">US<\/a>.<\/p>\n<p>The US also has several military bases in the <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/12\/mapping-us-troops-and-military-bases-in-the-middle-east\" target=\"_blank\" rel=\"noopener\">region<\/a>. However, as was the case with the 1991 and 2003 wars with Iraq, Washington DC will need permission from Gulf Arab allies to use them.<\/p>\n<p>Nonetheless, the Trump administration could request authorisation from the UK\u2019s Labour government to use US airbases in the UK and its overseas territories to support an air campaign against Iran. This would not involve the UK deploying forces, but would require the UK to approve the use of the airbases.<\/p>\n<p>The Diego Garcia airbase in the Indian Ocean would be a useful asset in this case. But its employment would reopen the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cyvmz0q0335o\" target=\"_blank\" rel=\"noopener\">controversy<\/a> over its establishment in the 1960s.<\/p>\n<p>It could also call into question the <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-secures-future-of-vital-diego-garcia-military-base-to-protect-national-security\" target=\"_blank\" rel=\"noopener\">diplomatic deal<\/a> the UK made with Mauritius last month to cede sovereignty of the Chagos Islands, while keeping this base open. The Mauritians are <a href=\"https:\/\/www.telegraph.co.uk\/politics\/2025\/06\/19\/britain-inform-iran-ally-mauritius-air-strikes-chagos\/\" target=\"_blank\" rel=\"noopener\">likely to oppose<\/a> US airstrikes on Iran.<\/p>\n<p>Britain also has options for direct participation. <a href=\"https:\/\/www.raf.mod.uk\/aircraft\/current-aircraft\/typhoon-fgr41\/\" target=\"_blank\" rel=\"noopener\">RAF Typhoon<\/a> jets stationed at Britain\u2019s airbase in <a href=\"https:\/\/www.raf.mod.uk\/our-organisation\/stations\/raf-akrotiri\/\" target=\"_blank\" rel=\"noopener\">Akrotiri, Cyprus<\/a> provided air defence support for Israel during the Iranian missile and drone strikes <a href=\"https:\/\/www.theguardian.com\/politics\/2024\/apr\/14\/raf-shot-down-iran-drones-israel-sunak\" target=\"_blank\" rel=\"noopener\">in April<\/a> and <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cm24e419j8po\" target=\"_blank\" rel=\"noopener\">October 2024<\/a>. They could conduct similar missions now.<\/p>\n<p>But from the Royal Navy\u2019s perspective, it would be difficult to divert the aircraft carrier <a href=\"https:\/\/www.gov.uk\/government\/news\/boost-to-uk-defence-and-trade-as-carrier-strike-group-arrives-in-the-indo-pacific\" target=\"_blank\" rel=\"noopener\">HMS Prince of Wales<\/a> from its deployment to the Indo-Pacific, partly because the task group it sails with is a multinational one.<\/p>\n<figure><iframe title=\"Trump on potential Iran strike: \u2018I may do it. I may not do it.\u2019\" width=\"1170\" height=\"658\" src=\"https:\/\/www.youtube.com\/embed\/5b_ieIEqwuc?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/figure>\n<p>Given that the British armed forces are already overstretched, it is difficult to see whether the UK could provide more than basing rights and air support to the Israelis (if requested).<\/p>\n<p>A discreet commitment of UK special forces (the 22nd Special Air Service regiment and the Special Boat Service) on the ground is conceivable. This can be \u2013 and indeed <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ce3legwxn6go#:%7E:text=UK%20Special%20Forces%20have%20been,whereabouts%20of%20special%20forces%20troops.\" target=\"_blank\" rel=\"noopener\">has been<\/a> \u2013 authorised by previous governments without parliamentary debate. But any further British military commitment is likely to cause a political row.<\/p>\n<h2>Legal and political ramifications<\/h2>\n<p>The key question for Starmer and his ministers will not be whether Britain could back a US war against Iran but whether it should. After the debacle of the Iraq war and the ensuing <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-report-of-the-iraq-inquiry\" target=\"_blank\" rel=\"noopener\">Chilcot inquiry<\/a>, it is difficult to see how any government \u2013 let alone a Labour one \u2013 can take Britain into a major interstate conflict on this scale without firm parliamentary support and a solid case in international law.<\/p>\n<p>To this end, the Attorney General Richard Hermer has reportedly questioned the <a href=\"https:\/\/news.sky.com\/story\/uk-attorney-general-has-questions-on-legality-of-israels-actions-in-iran-13385688\" target=\"_blank\" rel=\"noopener\">legality<\/a> of Israel\u2019s preemptive attack on Iran, and has argued that any British military intervention should be limited to the defence of its <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jun\/19\/attorney-general-uk-war-iran-illegal\" target=\"_blank\" rel=\"noopener\">allies<\/a>.<\/p>\n<p>We should not forget that Starmer was a human rights lawyer and the head of the Crown Prosecution Service before he became a politician.<\/p>\n<p>Another legacy of Iraq is that it is customary (though not a legal requirement) for prime ministers to seek parliamentary approval for any major military operation. David Cameron lost a vote in the House of Commons to approve airstrikes against Bashar al-Assad\u2019s regime in Syria in August <a href=\"https:\/\/www.parliament.uk\/business\/news\/news-by-year\/2013\/august\/commons-debate-on-syria\/\" target=\"_blank\" rel=\"noopener\">2013<\/a>. But he gained parliamentary support for Britain\u2019s commitment to the fight against Islamic State in <a href=\"https:\/\/publications.parliament.uk\/pa\/cm201516\/cmhansrd\/cm151202\/debtext\/151202-0004.htm\" target=\"_blank\" rel=\"noopener\">2015<\/a>.<\/p>\n<p>A similar debate now is unlikely to lead to approval of British military intervention in this case. Within the Labour party, there is already widespread condemnation of Israeli tactics and Palestinian civilian casualties in <a href=\"https:\/\/www.newstatesman.com\/politics\/labour\/2025\/06\/labour-mps-are-revolting-on-gaza\" target=\"_blank\" rel=\"noopener\">Gaza<\/a>.<\/p>\n<p>There is little popular appetite for sending British sailors and airmen into a war with Iran.
