One factor could be crucial to it sticking"},"content":{"rendered":"<p>By <a href=\"https:\/\/theconversation.com\/will-the-fragile-ceasefire-between-iran-and-israel-hold-one-factor-could-be-crucial-to-it-sticking-259669\" target=\"_blank\" rel=\"noopener\"><strong>Ali Mamouri, Research Fellow, Middle East Studies, Deakin University<\/strong><\/a><\/p>\n<p><\/p>\n<div itemprop=\"articleBody\">\n    After 12 days of war, US President Donald Trump <a href=\"https:\/\/abcnews.go.com\/International\/israel-iran-agree-ceasefire-bring-end-12-day\/story?id=123137697\" target=\"_blank\" rel=\"noopener\">announced<\/a> a ceasefire between Israel and Iran that would bring to an end the most dramatic, direct conflict between the two nations in decades. <\/p>\n<p>Israel and Iran both agreed to adhere to the ceasefire, though they said they would respond with force to any breach. <\/p>\n<p>If the ceasefire holds \u2013 a big if \u2013 the key question will be whether this signals the start of lasting peace, or merely a brief pause before renewed conflict. <\/p>\n<p>As contemporary war studies show, peace tends to endure under one of two conditions: either the total defeat of one side, or the establishment of mutual deterrence. This means both parties refrain from aggression because the expected costs of retaliation far outweigh any potential gains.<\/p>\n<h2>What did each side gain?<\/h2>\n<p>The war has marked a turning point for Israel in its decades-long confrontation with Iran. For the first time, Israel successfully brought a prolonged battle to Iranian soil, shifting the conflict from confrontations with <a href=\"https:\/\/theconversation.com\/who-are-irans-allies-and-would-any-help-if-the-us-joins-israel-in-its-war-259265\" target=\"_blank\" rel=\"noopener\">Iranian-backed proxy militant groups<\/a> to direct strikes on Iran itself. <\/p>\n<p>This was made possible largely due to Israel\u2019s success over the past two years in weakening Iran\u2019s regional proxy network, particularly Hezbollah in Lebanon and Shiite militias in Syria. <\/p>\n<p>Over the past two weeks, Israel has inflicted significant damage on Iran\u2019s military and scientific elite, killing several <a href=\"https:\/\/time.com\/7293886\/iranian-generals-scientists-targets-killed-by-israeli-strikes\/\" target=\"_blank\" rel=\"noopener\">high-ranking commanders and nuclear scientists<\/a>. In coordination with Israel, the <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/22\/satellite-images-show-damage-from-us-strikes-on-irans-fordow-nuclear-site\" target=\"_blank\" rel=\"noopener\">US launched strikes<\/a> on three of Iran\u2019s primary nuclear facilities: Fordow, Natanz and Isfahan. <\/p>\n<p>Despite these gains, Israel has not accomplished all of its stated goals. Prime Minister Benjamin Netanyahu had <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/17\/netanyahu-israel-iran-regime-change-destruction\" target=\"_blank\" rel=\"noopener\">voiced support for regime change<\/a>, urging Iranians to rise up against Supreme Leader Ali Khamenei\u2019s government, but the senior leadership in Iran remains intact.<\/p>\n<p>Additionally, Israel <a href=\"https:\/\/www.euronews.com\/2025\/06\/21\/irans-advanced-missile-arsenal-remains-largely-untapped\" target=\"_blank\" rel=\"noopener\">has not fully eliminated<\/a> Iran\u2019s missile program. (Iran continued <a href=\"https:\/\/www.afr.com\/politics\/federal\/qatar-says-one-of-19-missiles-fired-by-iran-hit-us-base-20250624-p5m9ra\" target=\"_blank\" rel=\"noopener\">striking to the last minute before the ceasefire<\/a>.) Under such intense pressure, Iran realises it would not benefit from a prolonged war of attrition with Israel \u2014 especially as both nations face mounting costs and the risk of <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/israel-is-running-low-on-defensive-interceptors-official-says-fd64163d\" target=\"_blank\" rel=\"noopener\">depleting their military stockpiles<\/a> if the war continues.<\/p>\n<p>As theories of victory <a href=\"https:\/\/apps.dtic.mil\/sti\/pdfs\/ADA490503.pdf\" target=\"_blank\" rel=\"noopener\">suggest<\/a>, success in war is defined not only by the damage inflicted, but by achieving core strategic goals and weakening the enemy\u2019s will and capacity to resist. <\/p>\n<p>While Israel claims to have achieved the bulk of its objectives, the extent of the damage to Iran\u2019s nuclear program is not fully known, nor is its capacity to continue enriching uranium.<\/p>\n<p>Both sides could remain locked in a volatile standoff over Iran\u2019s nuclear program, with the conflict potentially reigniting whenever either side perceives a strategic opportunity.<\/p>\n<h2>Sticking point over Iran\u2019s nuclear program<\/h2>\n<p>Iran faces even greater challenges when it emerges from the war. With a heavy toll on its leadership and nuclear infrastructure, Tehran will likely prioritise rebuilding its deterrence capability. <\/p>\n<p>That includes acquiring new advanced air defence systems \u2014 potentially from China \u2014 and restoring key components of its missile and nuclear programs. (Some experts say Iran <a href=\"https:\/\/www.euronews.com\/2025\/06\/21\/irans-advanced-missile-arsenal-remains-largely-untapped\" target=\"_blank\" rel=\"noopener\">has not used<\/a> some of its most powerful missiles to maintain this deterrence.)<\/p>\n<p>Iranian officials have claimed they safeguarded more than 400 kilograms of 60% enriched uranium before the attacks. This <a href=\"https:\/\/edition.cnn.com\/2025\/06\/13\/middleeast\/iran-nuclear-program-explainer-intl-dg\" target=\"_blank\" rel=\"noopener\">stockpile<\/a> could theoretically be converted into nine to ten nuclear warheads if further enriched to 90%.<\/p>\n<p>Trump declared Iran\u2019s nuclear capacity had been \u201ctotally obliterated\u201d, whereas Rafael Grossi, the United Nations\u2019 nuclear watchdog chief, <a href=\"https:\/\/news.un.org\/en\/story\/2025\/06\/1164766#:%7E:text=Mr.%20Grossi%20said%20that%20taking,to%20enrich%20uranium%20at%20Fordow.\" target=\"_blank\" rel=\"noopener\">said<\/a> damage to Iran\u2019s facilities was \u201cvery significant\u201d. <\/p>\n<p>However, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/22\/how-effective-was-the-us-attack-on-irans-nuclear-sites-a-visual-guide\" target=\"_blank\" rel=\"noopener\">analysts have argued<\/a> Iran will still have a depth of technical knowledge accumulated over decades. Depending on the extent of the damage to its underground facilities, Iran could be capable of restoring and even accelerating its program in a relatively short time frame.<\/p>\n<p>And the chances of reviving negotiations on Iran\u2019s nuclear program appear slimmer than ever. <\/p>\n<h2>What might future deterrence look like?<\/h2>\n<p>The war has fundamentally reshaped how both Iran and Israel perceive deterrence \u2014 and how they plan to secure it going forward.<\/p>\n<p>For Iran, the conflict has reinforced the belief that its survival is at stake. With <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/17\/netanyahu-israel-iran-regime-change-destruction\" target=\"_blank\" rel=\"noopener\">regime change<\/a> openly discussed during the war, Iran\u2019s leaders appear more convinced than ever that true deterrence requires two key pillars: nuclear weapons capability, and deeper strategic alignment with China and Russia.<\/p>\n<p>As a result, Iran is expected to move rapidly to restore and advance its nuclear program, potentially moving towards actual weaponisation \u2014 a step it had long avoided, officially. <\/p>\n<p>At the same time, Tehran is likely to accelerate military and economic cooperation with Beijing and Moscow to hedge against isolation. In the absence of diplomatic breakthroughs, Israel may adopt a policy of immediate preemptive strikes on Iranian facilities or leadership figures if it detects any new escalation \u2014 particularly related to Iran\u2019s nuclear program.<\/p>\n<p>In this context, the current ceasefire already appears fragile.
