Treverton, Professor of Practice in International Relations, USC Dornsife College of Letters, Arts and Sciences<\/strong><\/a><\/p>\n<p><\/p>\n<div itemprop=\"articleBody\">\n    The <a href=\"https:\/\/www.cbsnews.com\/news\/u-s-launches-strikes-iranian-nuclear-facilities-trump-says\/\" target=\"_blank\" rel=\"noopener\">Trump administration\u2019s decision to bomb Iran<\/a> dramatically marks the now nearly half-century of <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/confrontation-between-united-states-and-iran\" target=\"_blank\" rel=\"noopener\">hostility between the United States and Iran<\/a>, which began in 1979 with <a href=\"https:\/\/www.pbs.org\/wgbh\/americanexperience\/features\/students-iran-hostage-crisis\/\" target=\"_blank\" rel=\"noopener\">Iran\u2019s takeover of the U.S. Embassy in Tehran<\/a> and the taking of 52 diplomatic hostages.<\/p>\n<p>It remains uncertain whether <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/trump-announces-israel-iran-ceasefire-2025-06-23\/\" target=\"_blank\" rel=\"noopener\">the Iran-Israel ceasefire<\/a> will hold, given <a href=\"https:\/\/www.vox.com\/on-the-right-newsletter\/417156\/trump-foreign-policy-ukraine-israel-iran\" target=\"_blank\" rel=\"noopener\">President Donald Trump\u2019s seemingly impulsive policy decisions<\/a> and an <a href=\"https:\/\/www.nytimes.com\/live\/2024\/06\/04\/world\/israel-gaza-war-hamas\" target=\"_blank\" rel=\"noopener\">Israeli leader who critics say pursues war to stay in power<\/a>.<\/p>\n<p>Additional unpredictability can be seen in <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/06\/23\/iran-retaliation-terrorism-assassination\/\" target=\"_blank\" rel=\"noopener\">a weakened Iran government<\/a> that is <a href=\"https:\/\/www.nytimes.com\/2025\/06\/19\/world\/middleeast\/iran-islamic-republic-regime.html\" target=\"_blank\" rel=\"noopener\">unpopular with its own people<\/a> but must also bet that standing up to the U.S. and Israel will induce its people to rally around the flag, even if they don\u2019t like who holds that flag.<\/p>\n<p>As a U.S. <a href=\"https:\/\/spatial.usc.edu\/?team=gregory-f-treverton\" target=\"_blank\" rel=\"noopener\">international relations scholar<\/a>, I think whatever comes next will be well informed by what has already happened in U.S.-Iran history. That includes an offer from Trump \u2013 who considers himself the consummate negotiator \u2013 to Iran to return to the negotiating table.<\/p>\n<h2>The shah\u2019s last visit to Washington<\/h2>\n<p>The opening bracket in modern U.S.-Iran relations was the <a href=\"https:\/\/www.britannica.com\/event\/Iranian-Revolution\" target=\"_blank\" rel=\"noopener\">1979 Islamic Revolution that overthrew Shah Mohammad Reza Pahlavi<\/a>,\u201c whom a <a href=\"https:\/\/www.washingtonpost.com\/history\/2025\/06\/19\/iran-coup-1953-us-role\/\" target=\"_blank\" rel=\"noopener\">CIA covert action<\/a> had restored to leadership a quarter-century earlier.<\/p>\n<p>As a young National Security Council staffer, I stood on the South Lawn of the White House as the <a href=\"https:\/\/www.nytimes.com\/1977\/11\/16\/archives\/clashes-and-tear-gas-mar-shahs-welcome-in-capital-clashes-and-tear.html\" target=\"_blank\" rel=\"noopener\">shah\u2019s helicopter landed in 1977<\/a> for a state visit to his close ally, the United States.<\/p>\n<p>The episode was perhaps a metaphor for the two countries\u2019 relationship. I stood next to a colleague who had written for President <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2004-mar-29-et-book29-story.html\" target=\"_blank\" rel=\"noopener\">Jimmy Carter remarks that included fulsome praise of the shah<\/a>, but his crack to me was: &#8220;You\u2019ll recognize the shah. He\u2019s the one with blood under his fingernails.\u201d Beneath a formal alliance, there was a good deal of cynicism on the U.S. part about the <a href=\"https:\/\/www.britannica.com\/biography\/Mohammad-Reza-Shah-Pahlavi\" target=\"_blank\" rel=\"noopener\">shah\u2019s repressive regime<\/a> and use of secret police to suppress opposition.<\/p>\n<p><a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1977\/11\/16\/2-iran-factions-clash\/1beef5e2-e3b5-4bf2-a2c5-109638699198\/\" target=\"_blank\" rel=\"noopener\">Pro- and anti-shah protesters were demonstrating<\/a> at the bottom of the Ellipse, the park south of the White House grounds. There have been persistent accounts, none ever fully validated, that the incoming Reagan administration dealt with Iran to <a href=\"https:\/\/www.pbs.org\/newshour\/show\/expert-analyzes-new-account-of-gop-deal-that-used-iran-hostage-crisis-for-gain\" target=\"_blank\" rel=\"noopener\">delay the release until after the new president\u2019s inauguration<\/a>.<\/p>\n<p>The crisis not only <a href=\"https:\/\/www.nytimes.com\/2023\/03\/18\/us\/politics\/jimmy-carter-october-surprise-iran-hostages.html\" target=\"_blank\" rel=\"noopener\">cost Carter his job<\/a>, but it also cast an enduring shadow over the U.S.-Iran relationship, compounding Americans\u2019 difficulty in understanding a regime that was not only theocratic but Muslim. <\/p>\n<p>The 1980s witnessed a whipsaw of relations. <\/p>\n<p>From 1980 to 1988, as <a href=\"https:\/\/www.britannica.com\/event\/Iran-Iraq-War\" target=\"_blank\" rel=\"noopener\">Iran and Iraq fought a bloody war to a stalemate<\/a>, the U.S. saw the power of both countries contained, but it did provide <a href=\"https:\/\/yris.yira.org\/column\/u-s-involvement-in-the-1980s-iran-iraq-war-americas-haphazard-extension-of-gulf-insecurity\/\" target=\"_blank\" rel=\"noopener\">intelligence and logistical support to Iraq<\/a>.<\/p>\n<p>Then came the <a href=\"https:\/\/www.brookings.edu\/events\/lingering-questions-on-president-reagans-role-in-the-iran-contra-scandal\/\" target=\"_blank\" rel=\"noopener\">Iran-Contra Affair<\/a> of 1985 to 1987. It was the Reagan administration\u2019s most serious scandal, in which <a href=\"https:\/\/www.washingtonpost.com\/history\/2022\/06\/09\/iran-contra-hearings-january-6\/\" target=\"_blank\" rel=\"noopener\">White House officials illegally sold sanctioned arms to Iran<\/a> and secretly diverted the proceeds to the Nicaraguan Contras. The U.S. retaliated by destroying oil platforms and damaging Iranian ships in \u201c<a href=\"https:\/\/www.businessinsider.com\/operation-praying-mantis-risks-of-us-iran-conflict-persian-gulf-2023-8\" target=\"_blank\" rel=\"noopener\">Operation Praying Mantis<\/a>,\u201d and tragically \u2013 and mistakenly \u2013 <a href=\"https:\/\/www.cnn.com\/2020\/01\/10\/middleeast\/iran-air-flight-655-us-military-intl-hnk\" target=\"_blank\" rel=\"noopener\">shot down Iran Air Flight 655<\/a>, killing 290 civilians.<\/p>\n<p>The 1990s and 2000s again displayed the limits of the relationship.<\/p>\n<p>In 1995, President Bill Clinton imposed an <a href=\"https:\/\/nsarchive.gwu.edu\/briefing-book\/iran\/2018-08-08\/excessive-us-sanctions-could-push-iran-over-brink-uae-official-us-1995\" target=\"_blank\" rel=\"noopener\">oil and trade embargo<\/a> against Iran, and Congress passed the <a href=\"https:\/\/www.congress.gov\/bill\/104th-congress\/house-bill\/3107\" target=\"_blank\" rel=\"noopener\">Iran\u2013Libya Sanctions Act in 1996<\/a>, which imposed economic sanctions on companies doing business with Iran and Libya.<\/p>\n<p>In 1998, Iranian President Mohammad Khatami called for a \u201c<a href=\"https:\/\/www.jstor.org\/stable\/20455532\" target=\"_blank\" rel=\"noopener\">dialogue of civilizations<\/a>,\u201d prompting cautious U.S. signals of engagement. <\/p>\n<p>Then, in 2002, President George W. Bush labeled Iran part of the \u201c<a href=\"https:\/\/www.politico.com\/story\/2019\/01\/29\/bush-axis-of-evil-2002-1127725\" target=\"_blank\" rel=\"noopener\">axis of evil<\/a>,\u201d a sharp rhetorical escalation. For its part, <a href=\"https:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A19820-2005Feb12.html\" target=\"_blank\" rel=\"noopener\">Iran alleged U.S. drone incursions<\/a> and covert operations. Limited diplomatic back channels emerged, but to no outcome.<\/p>\n<p>In 2009, President Barack Obama reached out to Tehran amid post-election unrest in Iran, but two years later <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-16344102\" target=\"_blank\" rel=\"noopener\">Iran threatened to close the Strait of Hormuz<\/a>, a crucial route for oil shipments to the West. <\/p>\n<p>In 2015, the two countries were party to the <a href=\"https:\/\/2009-2017.state.gov\/e\/eb\/tfs\/spi\/iran\/jcpoa\/\" target=\"_blank\" rel=\"noopener\">Joint Comprehensive Plan of Action<\/a>, with Iran agreeing to limit its nuclear program under international oversight. <\/p>\n<p>Two years later, though, <a href=\"https:\/\/www.nytimes.com\/2018\/05\/08\/world\/middleeast\/trump-iran-nuclear-deal.html\" target=\"_blank\" rel=\"noopener\">President Trump withdrew from the nuclear deal<\/a> and <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/president-donald-j-trump-ending-united-states-participation-unacceptable-iran-deal\/\" target=\"_blank\" rel=\"noopener\">reimposed sweeping sanctions<\/a> in a \u201c<a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/02\/fact-sheet-president-donald-j-trump-restores-maximum-pressure-on-iran\/\" target=\"_blank\" rel=\"noopener\">maximum pressure<\/a>\u201d campaign. <\/p>\n<p>In 2019 and 2020, a series of tit-for-tat escalations culminated in the Jan. 3, 2020, U.S. drone strike that assassinated <a href=\"https:\/\/www.vox.com\/world\/2019\/7\/8\/18693297\/us-iran-war-trump-nuclear-iraq\" target=\"_blank\" rel=\"noopener\">senior Iranian General Qassem Soleimani<\/a>. Iran retaliated with <a href=\"https:\/\/www.nbcnews.com\/news\/world\/u-s-base-iraq-comes-under-attack-missiles-iran-claims-n1112171\" target=\"_blank\" rel=\"noopener\">missile strikes on U.S. bases<\/a> in the region.  <\/p>\n<p><a href=\"https:\/\/china.usembassy-china.org.cn\/statement-from-president-joe-biden-on-iran-sanctions\/\" target=\"_blank\" rel=\"noopener\">U.S. sanctions continued in the Biden administration<\/a> as Iran pursued deeper ties with Russia, China and  nonstate proxies, especially Hezbollah in Lebanon and the Houthis in Yemen.<\/p>\n<h2>What lessons?<\/h2>\n<p>What can be learned from this tangled history?  <\/p>\n<p>First, that negotiations are possible between the two countries, but they are neither easy nor likely to produce more than limited outcomes. Indeed, high-level indirect talks mediated by Oman began in April 2025, though they were in suspension when the U.S. bombers struck.<\/p>\n<p>Second, despite the Iran regime\u2019s unpopularity, <a href=\"https:\/\/www.pbs.org\/newshour\/show\/regime-change-in-iran-seems-unlikely-amid-war-with-israel-middle-east-scholar-says\" target=\"_blank\" rel=\"noopener\">regime change in Iran is unlikely<\/a>. <a href=\"https:\/\/www.nytimes.com\/2025\/06\/21\/world\/middleeast\/iran-ayatollah-israel-war.html\" target=\"_blank\" rel=\"noopener\">Assassinating Ayatollah Ali Khameini<\/a> would likely abet the \u201crally \u2018round the flag\u201d effect, as did <a href=\"https:\/\/www.pbs.org\/newshour\/show\/iranians-unite-to-mourn-military-giant-qassem-soleimani\" target=\"_blank\" rel=\"noopener\">the assassination of Soleimani<\/a>.  <\/p>\n<p>Third, Iran has been careful in its responses even to Israeli aggression but especially in engaging the U.S. in military conflict, a caution the American B-2 bombings on June 21 can only underscore. <\/p>\n<p>Iran had to retaliate, so the <a href=\"https:\/\/apnews.com\/article\/israel-iran-war-nuclear-trump-bomber-news-06-23-2025-9e78510c88ccc5e262341f41550609c5\" target=\"_blank\" rel=\"noopener\">attack on the U.S. base in Qatar<\/a> came as no surprise. But Iran was careful in retaliating, even <a href=\"https:\/\/www.cbsnews.com\/news\/trump-iran-early-notice-qatar-attacks-us-base\/\" target=\"_blank\" rel=\"noopener\">notifying the U.S. in advance<\/a>.<\/p>\n<p>The dropping of U.S. bombs, followed by <a href=\"https:\/\/www.axios.com\/2025\/06\/23\/iran-retaliation-trump-israel-war\" target=\"_blank\" rel=\"noopener\">Iran\u2019s careful retaliation<\/a>, was the opportunity for Trump to make an offer Iran couldn\u2019t refuse.\n  <\/div>\n<p><\/p>\n<p>This article written by <strong>Gregory F.
