Elon Musk posted a four-word tweet on June 14: <a href=\"https:\/\/x.com\/elonmusk\/status\/1933727111485026581\">\u201cThe beams are on\u201d<\/a>. The message prefigured a consequential intervention \u2013 not only in Iranian domestic affairs but potentially in the geopolitics of the Middle East. The US billionaire was responding to a request on his online platform X, asking him to activate the Starlink satellite system over Iran in support of anti-government protests.Following Israel\u2019s <a href=\"https:\/\/edition.cnn.com\/2025\/06\/12\/middleeast\/israel-iran-strikes-intl-hnk\" target=\"_blank\" rel=\"noopener\">military strikes on critical sites<\/a> in Iran, the Islamic Republic imposed a <a href=\"https:\/\/theconversation.com\/irans-internet-blackout-left-people-in-the-dark-how-does-a-country-shut-down-the-internet-259546\" target=\"_blank\" rel=\"noopener\">large-scale internet shutdown<\/a> that saw a drastic <a href=\"https:\/\/mastodon.social\/@netblocks\/114727217790766026\" target=\"_blank\" rel=\"noopener\">drop in connectivity<\/a> throughout the county. Nationwide restrictions were placed on access to websites, social media platforms and mobile networks.<\/p>\n<p>This has effectively <a href=\"https:\/\/apnews.com\/article\/iran-internet-blackout-israel-war-6aa315eff871579f8bfc220ce3930e5f\" target=\"_blank\" rel=\"noopener\">limited the inflow<\/a> of media reports to the Iranian public. It has also made it more difficult for Iranians to organise amid <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/iranians-grapple-internet-outages-amid-protests-n1088951\" target=\"_blank\" rel=\"noopener\">violent crackdowns<\/a> by the regime\u2019s security forces. The activation of Starlink could allow them to bypass government censorship and restore contact with the outside world \u2013 and each other.<\/p>\n<p>It is <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/iran-plunged-internet-blackout-deepening-conflict-rcna213544\" target=\"_blank\" rel=\"noopener\">not the first time<\/a> Iran\u2019s government has restricted internet access to stifle unrest \u2013 nor is it the first time that Musk got involved. In 2022, amid nationwide protests following the death of a 22-year-old Kurdish Iranian woman, <a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/sep\/16\/iranian-woman-dies-after-being-beaten-by-morality-police-over-hijab-law\" target=\"_blank\" rel=\"noopener\">Mahsa Amini<\/a>, at the hands of the security forces, ostensibly for wearing her hijab incorrectly, Musk <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/musk-says-activating-starlink-response-blinken-internet-freedom-iran-2022-09-23\/\" target=\"_blank\" rel=\"noopener\">activated Starlink over Iran<\/a> for the first time.<\/p>\n<p>This triggered the <a href=\"https:\/\/time.com\/6249365\/iran-elon-musk-starlink-protests\/\" target=\"_blank\" rel=\"noopener\">smuggling of thousands of Starlink terminals<\/a> into the country from neighbouring states. These terminals are flat rectangular devices, no larger than a baking tray. It is estimated that <a href=\"https:\/\/ts2.tech\/en\/elon-musks-starlink-vs-irans-blackout-fact-checking-the-20000-secret-dishes-reconnecting-a-nation\/\" target=\"_blank\" rel=\"noopener\">around 20,000 of them<\/a> have found their way into Iran, giving Musk\u2019s latest move a more immediate impact.<\/p>\n<p>Still, reestablishing internet coverage remains difficult. The few available Starlink terminals are traded on the black market at <a href=\"https:\/\/www.jpost.com\/middle-east\/iran-news\/article-858635\" target=\"_blank\" rel=\"noopener\">exorbitant prices<\/a>, and Starlink services in Iran still require payments of a <a href=\"https:\/\/x.com\/RichardGrenell\/status\/1936520124804313288\">monthly subscription fee<\/a>. Iran\u2019s government has also <a href=\"https:\/\/www.jpost.com\/middle-east\/iran-news\/article-858635\" target=\"_blank\" rel=\"noopener\">issued threats<\/a> against citizens who use the system.<\/p>\n<h2>A new kind of warfare<\/h2>\n<p>Starlink is the most advanced communication satellite system in the world. Orbiting Earth at an altitude of about <a href=\"https:\/\/satellitemap.space\/\" target=\"_blank\" rel=\"noopener\">550kms<\/a>, its satellites deliver high-speed internet to customers around the globe. Out of more than <a href=\"https:\/\/orbit.ing-now.com\/\" target=\"_blank\" rel=\"noopener\">12,000 active satellites<\/a> in orbit, around 7,600 belong to Starlink.<\/p>\n<p>The system is operated by SpaceX, a space tech firm headquartered in Texas. SpaceX has recently become the world\u2019s most valuable privately held company <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-12-10\/spacex-share-sale-is-said-to-value-company-at-about-350-billion\" target=\"_blank\" rel=\"noopener\">according to Bloomberg<\/a>, surpassing even ByteDance (TikTok) and OpenAI.<\/p>\n<p>Musk continues to act as the company\u2019s largest stakeholder and chief executive, even while wielding <a href=\"https:\/\/www.ft.com\/content\/8cf3df35-439f-4cbf-9481-a4fad8cdd277\" target=\"_blank\" rel=\"noopener\">huge political influence<\/a> (following his recent rift with the US president, <a href=\"https:\/\/www.ipsos.com\/en-us\/where-do-republicans-stand-elon-musk\" target=\"_blank\" rel=\"noopener\">there is evidence<\/a> he still wields considerable political clout in the US).<\/p>\n<p>Starlink owes much of its geopolitical relevance to modern warfare. Secure communications have become essential on <a href=\"https:\/\/theconversation.com\/lesson-from-a-year-at-war-in-contrast-to-the-russians-ukrainians-master-a-mix-of-high-and-low-end-technology-on-the-battlefield-197853\" target=\"_blank\" rel=\"noopener\">today\u2019s data-driven battlefields<\/a>. The mass availability of drones has fundamentally <a href=\"https:\/\/ecfr.eu\/article\/drones-in-ukraine-four-lessons-for-the-west\/\" target=\"_blank\" rel=\"noopener\">changed how wars are fought<\/a>. High-bandwidth connections are needed for drones to transmit live video and receive targeting data.<\/p>\n<p>As land-based connections are vulnerable to <a href=\"https:\/\/www.secondcoldwarobservatory.com\/dispatch-2025-4\" target=\"_blank\" rel=\"noopener\">sabotage<\/a> and outright attacks, mega-constellations such as Starlink provide a robust alternative. Comprising thousands of units, several hundreds of kilometres above ground, their services are difficult to disrupt.<\/p>\n<h2>Ukraine: a cautionary tale<\/h2>\n<p>Nowhere has the importance of satellite communications for geopolitics been more evident than in Ukraine. Russia prepared its invasion by conducting <a href=\"https:\/\/cyberconflicts.cyberpeaceinstitute.org\/law-and-policy\/cases\/viasat\" target=\"_blank\" rel=\"noopener\">cyberattacks on Ukraine\u2019s Viasat system<\/a>. Musk responded by activating Starlink, announcing the move in the <a href=\"https:\/\/x.com\/elonmusk\/status\/1497701484003213317\">same casual style<\/a> that he used for Iran.<\/p>\n<p>The effect was immediate. Starlink quickly <a href=\"https:\/\/www.politico.com\/news\/2022\/06\/09\/elon-musk-spacex-starlink-ukraine-00038039\" target=\"_blank\" rel=\"noopener\">became indispensable<\/a> for Ukraine\u2019s counter-offensive efforts. Amid the Russian onslaught, it provided the nation\u2019s military with secure communications to push back against the invasion. For SpaceX, this yielded not just hugely positive publicity but also <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-13\/spacex-value-jumps-closer-to-180-billion-in-tender-offer\" target=\"_blank\" rel=\"noopener\">substantial financial injections<\/a> from investors.<\/p>\n<p>Just months into Starlink\u2019s activation, SpaceX initiated a strategic shift. Ukrainian forces <a href=\"https:\/\/www.ft.com\/content\/9a7b922b-2435-4ac7-acdb-0ec9a6dc8397\" target=\"_blank\" rel=\"noopener\">reported outages<\/a> along the front lines, especially when pushing into Russian-occupied territory. In October 2022, Musk floated the idea that SpaceX might <a href=\"https:\/\/edition.cnn.com\/2022\/10\/13\/politics\/elon-musk-spacex-starlink-ukraine\/index.html\" target=\"_blank\" rel=\"noopener\">withdraw support<\/a> altogether, citing high operational costs.<\/p>\n<p>By February 2023, the company had begun limiting Starlink\u2019s use for the operation of Ukrainian drones. SpaceX\u2019s chief operating office, Gwynne Shotwell <a href=\"https:\/\/www.washingtonpost.com\/world\/2023\/02\/09\/starlink-restricts-internet-drones-ukraine\/\" target=\"_blank\" rel=\"noopener\">stated that<\/a> the system was \u201cnever intended to be weaponized\u201d.<\/p>\n<h2>Power in private hands<\/h2>\n<p>Starlink\u2019s role in Ukraine offers a striking example of how modern communications can change the course of conflicts, as I argued in a recent <a href=\"https:\/\/doi.org\/10.1177\/13540661241260653\" target=\"_blank\" rel=\"noopener\">article in the European Journal of International Relations<\/a>. At the same time, it serves as a cautionary tale about the reliability of critical systems in the hands of private corporations and powerful individuals.<\/p>\n<p>In Ukraine, Musk held the power to effectively veto military operations. No democratic body provided oversight \u2013 the signal could be switched off with a tweet. Starlink\u2019s role in Iran raises similarly uncomfortable questions: who decides when \u2013 or whether \u2013 citizens get to communicate?<\/p>\n<p>While the region is struggling to establish <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/trump-announces-israel-iran-ceasefire-2025-06-23\/\" target=\"_blank\" rel=\"noopener\">a fragile ceasefire<\/a>, political unrest in Iran is unlikely to subside soon.
