{"id":3864,"date":"2026-03-08T19:11:48","date_gmt":"2026-03-08T19:11:48","guid":{"rendered":"https:\/\/iranians.global\/news\/?p=3864"},"modified":"2026-03-08T19:39:37","modified_gmt":"2026-03-08T19:39:37","slug":"whats-fueling-israels-surge-of-settler-violence-and-the-lack-of-state-response","status":"publish","type":"post","link":"https:\/\/iranians.global\/news\/whats-fueling-israels-surge-of-settler-violence-and-the-lack-of-state-response\/","title":{"rendered":"What\u2019s fueling Israel\u2019s surge of settler violence \u2013 and the lack of state response"},"content":{"rendered":"<p>By <a href=\"https:\/\/theconversation.com\/the-quiet-war-whats-fueling-israels-surge-of-settler-violence-and-the-lack-of-state-response-261990\" target=\"_blank\" rel=\"noopener\"><strong>Arie Perliger, Director of Security Studies and Professor of Criminology and Justice Studies, UMass Lowell<\/strong><\/a> <\/p>\n<p><\/p>\n<div itemprop=\"articleBody\">\n<p>Since Oct. 7, 2023, as Israel\u2019s war against Hamas drags on in the Gaza Strip, a quieter but escalating war has unfolded in the West Bank between Israelis and Palestinians. <\/p>\n<p>While precise figures are elusive, United Nations estimates indicate that Jewish settlers have carried out <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/1\/22\/mapping-1800-israeli-settler-attacks-in-the-occupied-west-bank-since-october-7\" target=\"_blank\" rel=\"noopener\">around 2,000 attacks<\/a> against <a href=\"https:\/\/www.ochaopt.org\/content\/west-bank-humanitarian-impact-israeli-settlement-activities\" target=\"_blank\" rel=\"noopener\">Palestinians since the war in Gaza began<\/a>. That number represents a dramatic surge <a href=\"https:\/\/cup.columbia.edu\/book\/jewish-terrorism-in-israel\/9780231154475\/\" target=\"_blank\" rel=\"noopener\">compared with any previous period<\/a> during the nearly six decades Israel has controlled the West Bank.<\/p>\n<p>Attacks include harassment of Palestinian villagers trying to access their crops or work outside their villages, as well as more extreme and organized violence, such as raiding villages to vandalize property. While many of the attacks are unprovoked, some are what settlers call \u201c<a href=\"https:\/\/www.adl.org\/resources\/backgrounder\/price-tag-and-extremist-attacks-israel\" target=\"_blank\" rel=\"noopener\">price tag\u201d actions<\/a>: retaliation for <a href=\"https:\/\/www.gov.il\/en\/pages\/wave-of-terror-october-2015\" target=\"_blank\" rel=\"noopener\">Palestinian violence<\/a> against Israelis, such as car-rammings, rock-throwing and stabbings.<\/p>\n<p>Settlers\u2019 attacks <a href=\"https:\/\/www.ochaopt.org\/content\/humanitarian-situation-update-225-west-bank\" target=\"_blank\" rel=\"noopener\">displaced more than 1,500 Palestinians in the first year of the war in Gaza<\/a>, and <a href=\"https:\/\/acleddata.com\/2024\/06\/10\/civilians-or-soldiers-settler-violence-in-the-west-bank\/\" target=\"_blank\" rel=\"noopener\">gun violence is increasingly common<\/a>. Since October 2023, more than 1,000 Palestinians in the West Bank <a href=\"https:\/\/www.ochaopt.org\/data\/casualties\" target=\"_blank\" rel=\"noopener\">have been killed<\/a>. Rather, it is fueled by a confluence of ideological fervor, opportunism and far-right Israelis\u2019 political vision for the region.<\/p>\n<h2>Religious redemption<\/h2>\n<p>Israel has occupied the West Bank since 1967\u2019s Six-Day War against Egypt, Jordan and Syria, transforming this small region of around 2,000 square miles (5,200 square kilometers) to an amalgam of Jewish and Palestinian enclaves. Most countries other than Israel <a href=\"https:\/\/apnews.com\/article\/icj-court-israel-palestinians-settlements-2d5178500c0410341b252335859f2316\" target=\"_blank\" rel=\"noopener\">consider Jewish settlements illegal<\/a>, but they <a href=\"https:\/\/www.bbc.com\/news\/articles\/c1j5954edlno\" target=\"_blank\" rel=\"noopener\">have rapidly expanded<\/a> in recent decades, becoming <a href=\"https:\/\/www.pewresearch.org\/global\/2025\/06\/03\/views-of-obstacles-to-peace\/\" target=\"_blank\" rel=\"noopener\">a major challenge<\/a> for any settlement of the Israeli-Palestinian conflict.<\/p>\n<p>The ideological roots of violence lie within <a href=\"https:\/\/www.resetdoc.org\/story\/growing-weight-religious-zionism-israel-war-gaza\/\" target=\"_blank\" rel=\"noopener\">religious Zionism<\/a>: a worldview embraced by about 20% of Israel\u2019s Jewish population, including most West Bank settlers. <\/p>\n<p>The great majority of the leaders of the early Zionist movement <a href=\"https:\/\/www.myjewishlearning.com\/article\/secular-zionism\/\" target=\"_blank\" rel=\"noopener\">held strong secular views<\/a>. They pushed for the creation of a Jewish state over the objections of Orthodox figures, who argued that it should be a divine creation rather than a human-made polity.<\/p>\n<p>Religious Zionists, on the other hand, view the creation of modern-day Israel and its military victories as steps in a divine redemption, which will <a href=\"https:\/\/doi.org\/10.3390\/rel6031033\" target=\"_blank\" rel=\"noopener\">culminate in a Jewish kingdom led by a heaven-sent Messiah<\/a>. Adherents believe contemporary events, particularly those asserting Jewish control over the entire historical land of Israel, <a href=\"https:\/\/www.nytimes.com\/2022\/11\/13\/world\/middleeast\/israel-religious-zionism.html\" target=\"_blank\" rel=\"noopener\">can accelerate this process<\/a>. <\/p>\n<p>In recent decades, influential religious Zionist leaders have argued that final redemption requires Israel\u2019s total military triumph and <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/06\/hamas-israel-hunger-war-in-gaza\" target=\"_blank\" rel=\"noopener\">the annihilation of its enemies<\/a>, particularly the Palestinian national movement. From this perspective, the devastation of Oct. 7 and the subsequent war are a divine test \u2013 one the nation can only pass by achieving <a href=\"https:\/\/www.jpost.com\/israel-hamas-war\/article-792069\" target=\"_blank\" rel=\"noopener\">a complete victory<\/a>.<\/p>\n<p>This belief system fuels most religious Zionists\u2019 opposition to ending the war, as well as <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israeli-far-right-ministers-oppose-gaza-ceasefire-deal-with-hamas-2025-01-19\/\" target=\"_blank\" rel=\"noopener\">their advocacy for scorched-earth policies in Gaza<\/a>. It also hardened many Jewish Israelis\u2019 conviction that a Palestinian state would be an existential threat, and thus Palestinians <a href=\"https:\/\/www.pewresearch.org\/global\/2025\/06\/03\/israeli-public-is-increasingly-skeptical-about-lasting-peace\/\" target=\"_blank\" rel=\"noopener\">cannot be partners for peace<\/a>. <\/p>\n<p>This shift in sentiment created a permissive environment for violence. While settler attacks previously drew criticism from across the political spectrum, extremist violence faces less public condemnation today \u2013 as does the government\u2019s <a href=\"https:\/\/www.mei.edu\/publications\/mainstreaming-israeli-extremism\" target=\"_blank\" rel=\"noopener\">lack of effort to curb it<\/a>.<\/p>\n<p>This increase in violence is also enabled by a climate of impunity. Israeli security forces have been stretched thin by operations in Gaza, Syria, Iran and beyond. In the West Bank, the military increasingly relies on <a href=\"https:\/\/acleddata.com\/2024\/06\/10\/civilians-or-soldiers-settler-violence-in-the-west-bank\/\" target=\"_blank\" rel=\"noopener\">settler militias known as \u201cEmergency Squads<\/a>,\u201d which are armed by the Israeli military for self-defense, and army units <a href=\"https:\/\/www.haaretz.com\/israel-news\/2024-01-17\/ty-article-magazine\/.premium\/israels-army-drafted-thousands-of-settlers-accounts-of-their-violence-are-piling-up\/0000018d-12e7-d260-aded-b7efddbe0000\" target=\"_blank\" rel=\"noopener\">composed primarily of religious Zionist settlers<\/a>, such as the Netzah Yehuda Battalion. Such groups have little incentive to stop attacks on Palestinians, and at times, they have participated.<\/p>\n<p>This dynamic has dangerously blurred the line between the state military and militant settlers. The Israeli police, meanwhile, under the command of far-right National Security Minister Itamar Ben-Gvir, appear focused on protecting settlers. Police leadership has been accused of <a href=\"https:\/\/www.haaretz.com\/israel-news\/2024-12-05\/ty-article\/.premium\/an-israel-police-commander-is-suspected-of-ignoring-right-wing-extremism-for-promotion\/00000193-968f-dac2-add3-b7cf3b170000\" target=\"_blank\" rel=\"noopener\">ignoring intelligence about planned attacks<\/a> and <a href=\"https:\/\/www.haaretz.com\/israel-news\/2025-02-15\/ty-article\/.premium\/dozens-of-israeli-settlers-attack-palestinians-in-the-west-bank-six-wounded-no-arrests\/00000195-0a1f-d0af-a197-ca9f2e6d0000\" target=\"_blank\" rel=\"noopener\">failing to arrest violent settlers<\/a> or <a href=\"https:\/\/www.haaretz.com\/israel-news\/2025-07-02\/ty-article\/.premium\/restraining-orders-against-far-right-activists-in-west-bank-not-enforced-sources-say\/00000197-cc66-d78d-a39f-ddf627360000\" target=\"_blank\" rel=\"noopener\">enforce restraining orders<\/a>. Yesh Din, an Israeli human rights group, asserts that <a href=\"https:\/\/www.nytimes.com\/2025\/06\/30\/world\/middleeast\/violence-israeli-settlers-west-bank.html\" target=\"_blank\" rel=\"noopener\">just 3% of attacks have resulted in a conviction<\/a>.<\/p>\n<p>In June 2025, military attempts to curb settler militancy <a href=\"https:\/\/www.pbs.org\/newshour\/world\/israeli-settlers-attack-palestinians-and-idf-military-vehicles-in-west-bank\" target=\"_blank\" rel=\"noopener\">triggered a violent backlash<\/a>, as extremist settlers <a href=\"https:\/\/www.cnn.com\/2025\/06\/28\/middleeast\/west-bank-attack-israeli-military-detains-settlers-intl\" target=\"_blank\" rel=\"noopener\">attacked military commanders and tried to set fire to military facilities<\/a>. Meanwhile, the government has intensified policies that undermine Palestinians\u2019 economic development, <a href=\"https:\/\/www.ochaopt.org\/content\/movement-and-access-west-bank-september-2024\" target=\"_blank\" rel=\"noopener\">freedom of movement<\/a> and land use. In May, finance minister and far-right leader Bezalel Smotrich approved 22 new settlements, calling it a \u201c<a href=\"https:\/\/time.com\/7292990\/israel-ben-gvir-smotrich-sanctions-west-bank-gaza\/\" target=\"_blank\" rel=\"noopener\">historic decision\u201d that signaled a return to \u201cconstruction, Zionism, and vision<\/a>.\u201d<\/p>\n<p>Together, violence from below and policy from above advance a clear strategic goal: the coerced depopulation of Palestinians from rural areas to solidify Israeli sovereignty over the entire West Bank.<\/p>\n<h2>Levers for change<\/h2>\n<p>The militant elements of the settler movement constitute a fractional segment of Israeli society. When it comes to improving the situation in the West Bank, broad punitive measures against the entire country, such as <a href=\"https:\/\/diplomatist.com\/2020\/08\/05\/critical-shortcomings-of-the-bds-movement-and-a-need-for-its-re-evaluation\/\" target=\"_blank\" rel=\"noopener\">economic boycotting and divestment<\/a>, or blocking access to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/29\/european-commission-israel-horizon-europe\" target=\"_blank\" rel=\"noopener\">scientific, economic and cultural programs and organizations<\/a>, have historically proved ineffective.<\/p>\n<p>Instead, such policies seem to entrench many Israelis\u2019 perception of international bias and double standards: the sense that critics are antisemitic, or that few outsiders understand the country\u2019s challenges \u2013 particularly in light of threats from entitles <a href=\"https:\/\/www.yahoo.com\/news\/irans-supreme-leader-vows-destroy-191134502.html\" target=\"_blank\" rel=\"noopener\">like Iran<\/a>, <a href=\"https:\/\/www.wilsoncenter.org\/article\/doctrine-hamas\" target=\"_blank\" rel=\"noopener\">Hamas<\/a> <a href=\"https:\/\/www.cfr.org\/backgrounder\/what-hezbollah\" target=\"_blank\" rel=\"noopener\">and Hezbollah<\/a>, which openly seek Israel\u2019s elimination. <\/p>\n<p>More targeted policies aim specifically at the Israeli far right, including sanctions \u2013 economic, political or cultural \u2013 directed at settler communities and their infrastructure. Canada, Australia, New Zealand, Norway and the U.K. <a href=\"https:\/\/time.com\/7292990\/israel-ben-gvir-smotrich-sanctions-west-bank-gaza\/\" target=\"_blank\" rel=\"noopener\">have imposed travel bans<\/a> on Ben-Gvir and Smotrich, and frozen their assets in those countries.
