Federation
How the federation works
IDCDC is a federation of Chapters (host-country and sub-national community cells) and communities of practice, which the charter calls Colleges. One method holds it together: integrity-first governance, protected participation and peer review.
01Chapters and Chapter cells
Each Chapter runs one country programme. It applies the charter’s method within local law and local risk. Chapter cells work in cities, campuses and professional networks.
Minimum controls of every Chapter
- Chapter Council (local steering)
- Treasurer with basic internal controls

- Handling and Safety Officer
- Secretary and Records Officer

02Communities of practice
The charter calls them Colleges. They meet in the Academy as communities of practice. Each turns diaspora expertise into reviewed standards, toolkits, curricula and translations.

03What the federation never does
- Campaign, endorse candidates or act for any party, faction or armed actor
- Claim to be a government, a government in exile or a representative authority
- Accept money that comes with conditions on method, findings or publication
- Publish member rosters or anything that exposes a member
- Operate regulated financial services
